Position Summary Information
Position Purpose
The Director of Libraries is responsible for collaborating with the Associate Provost and Dean of Graduate Studies (APDGE) and associate directors to provide leadership, fiscal oversight, planning and management for the University’s Libraries in support of the University’s Mission. This includes attention to the information and research needs for all of our constituencies as well as information literacy. This role specifically manages day-to-day operations at the Commonwealth University – Bloomsburg campus and provides leadership and oversight of Collection Development, Liaison/Outreach, Reference and Instruction, and the libraries’ digital presence across all three universities.
Reporting to the APDGE, the Director collaborates with the APDGE and associate directors to ensure effective communication and partnerships between the library management, faculty, and staff and the institution’s academic and technology leadership teams, academic departments, and all library patrons.
The Director supervises the associate directors, library faculty, clerical assistant(s), and technicians/assistant(s). The Director collaborates with the associate directors and other library team members to ensure appropriate representation of the Library to internal and external constituencies, ensuring that the team develops and communicates a clear mission grounded in serving the institution’s mission and goals.
The Director is responsible for creating a team culture of collaboration and developing the processes and procedures that allow for shared articulation and advocacy for the library mission and goals and strong partnerships with a range of constituencies.
Description of Duties
Operational Responsibilities: Collaborates with the APDGE and associate directors to ensure effective, efficient, and equitable availability of resources across all campuses and responsive collaboration with other institutional units. This includes policy and procedure development, assessment, and enforcement as well as ongoing attention to internal library structure to ensure we are using our resources optimally to meet the needs of the institution and all patrons. Utilizes assessment data and team feedback to monitor the effectiveness of library services, anticipate emergent needs, and recommend improvements as appropriate.
Planning and Evaluating Responsibilities: Works collaboratively with the APDGE, associate directors, and the Office of Institutional Effectiveness to create a structure and climate of continuous assessment and revision that allows the libraries to evolve with the changing needs of higher education, our institution, our students, and all patrons. Develops processes, procedures, and structures that allow for multiple methods of assessment and feedback from constituent groups to ensure both short- and long-term planning are grounded in data and part of an ongoing continuous improvement plan. Collaborates with the library team to ensure that there are clear processes for continuous attention to emerging trends and best practices to ensure that our libraries are evolving with and beyond industry standards. Leverages new technologies to support changing and evolving student and faculty needs. Collaborates with the APDGE and associate directors to maintain projections for future personnel, resource, equipment, space, and collections needs and how the division can continuously adjust to best position ourselves to meet these needs. Ensures that the library team prepares and submits clear and accurate documentation of all above activities in a timely fashion.
Personnel Responsibilities: The Director collaborates with the APDGE and associate directors to continuously monitor and make recommendations about library staffing needs. The Director works with associate directors and other library team members to recruit, train, supervise, and evaluate library faculty and library support staff in line with the provisions of our collective bargaining agreements (CBAs). The Director collaborates with the associate directors to direct faculty and non-instructional staff work assignments, responsibilities, professional development opportunities and schedules in accordance with appropriate CBAs. The Director works with the library teams to ensure that there are clear and appropriate mechanisms for all library team members to be engaged in professional development, as well as in the ongoing library assessment, planning, and improvement plans. The Director maintains awareness of the provisions of all relevant CBAs and personnel regulations of the State System of Higher Education and the Commonwealth of Pennsylvania in ensuring compliance.
Collection and Information Resource Development Responsibilities: Collaborates with the associate directors to develop and maintain processes and procedures that ensure general oversight for the development of collections in partnership with other library team members. This process includes ongoing assessment of and response to the information requirements of the University’s instructional programs in partnership with academic affairs leadership, faculty, and students in defining collection policies, priorities, and goals. Ensures all library processes maintain open communication with constituents both in seeking feedback and in providing clear and timely information. Develops processes and structure to support optimal access to digital resources, including ongoing cost analysis of the relative impact of different access methods, contract types, and internal and external partnerships.
Budget, Financial Management, and Statistics Responsibilities:
Collaborates with the APDGE, associate directors, and other library team members to develop and administer the Library’s annual operating and resources budget. Works with the team to establish processes and procedures for allocating funds, monitoring expenditures, and communicating clearly about the budgets and budget issues both within the library and with institutional stakeholders. Serves as the primary authorizer of budget expenditures and transfers. Maintains knowledge of institutional and state statutes and regulations around budgets and expenditures.
Facilities Responsibilities: Serves as the overall official building manager for the libraries – allocates responsibility to individuals on sister campuses as appropriate. Identifies building maintenance needs and recommends appropriate actions to CU leadership. In collaboration with multicampus personnel, plans and initiates procedures for the physical security or safety of Library facilities, staff and patrons. Assures space is used effectively and provides efficient workflows and convenient patron access to information and services. Authorizes requests for furniture, equipment, and service contracts; approves purchase orders; authorizes declaration of surplus furnishings and equipment; maintains furniture and equipment inventory.
Library and University Information Systems Responsibilities:
Approves the purchase of all electronic resources. Collaborates with the team to develop processes and procedures for ongoing assessment and revision of library technology needs. Maintains collaborative relationships and clear communication with the Hub and outside vendors to coordinate the selection and maintenance of systems that allow patrons access to electronic resources, including Library’s web pages.
University Service Responsibilities: Fosters collaboration across divisions within CU. Cooperates with the University’s Foundations in fundraising for Library enhancement. Provides creative and effective leadership in building and maintaining community relations with a broad audience including faculty, staff, students, administrators, and the community to promote the libraries. Collaborates with library team members to ensure appropriate and engaged representation of the library at local, regional, and state levels in the development, planning, and implementation of cooperative library services. Represents the University in all meetings of the State System of Higher Education Libraries and other regional or national meetings.
Executes all duties above with an understanding of the value of diversity, equity, and inclusion within the faculty, staff, and students to higher education, a commitment to cultivating diversity, an awareness of the impact of discrimination on individuals and groups, and with a commitment to maintaining a climate of inclusion.
Decision Making
The Director manages day-to-day operations of the libraries and provides leadership in functional areas across all three universities. The Director manages the Library budget, schedule, and purchasing with oversight from the APDGS. The Director makes decisions in line with the original budgets independently, but seeks approval from the APDGS for deviations from that approved plan.
Fiscal Responsibility
The Director oversees library budgets and the ongoing process of monitoring library resources, demand, utilization, and costs across all campuses. The Director also leads in decisions regarding the costs of hardware, software, maintenance agreements, and repairs, maintains emergency funds, and revises the budget as unanticipated expenditures are realized.

Minimum Requirements Profile
1. A master’s degree in Library Science or equivalent from an ALA-accredited library school
2. At least five years of progressively responsible library administration experience
3. At least three years of supervisory experience
4. At least three years of experience managing library budgets.
Preferred Qualifications
Experience working in collective bargaining environments preferred.
Experience with grants or soliciting donations preferred.
Previous experience leading regional institutional libraries with a preference for experience leading multi-campus libraries.

Background Clearances
Offers of employment are conditional, pending successful completion of the background clearances mandated by Act 153 of 2014 and Board of Governors Policy 2014-01-A: Protection of Minors.
