Hybrid Telework Opportunity

Employees in this classification, within the Department of Health Care Access and Information, shall receive a pay differential equivalent to 5% of their monthly base pay.

As the Associate Health Facility Construction Financing Analyst you will perform the various phases of work involved in the review and analysis of applications for various Health Facility Financing programs for the acquisition, renovation, or construction of health facilities, including determining the need, financial feasibility, community benefit, and the potential risks of the issuance of loan insurance. The incumbent analyzes, reviews, and negotiates financial reports, construction plans, and legal documents, and participates in the loan closing; monitors construction progress, borrower financial performance, loan payments, and compliance with loan documents of insured projects; and develops appropriate courses of action in cases of financial default.

Key Responsibilities
  • Independently manage a portfolio of more healthcare facility projects.
  • Analyze and underwrite health financing applications, which often include financial feasibility, market studies and appraisals, to make recommendations on project viability, community benefit, and potential risk.
  • Conduct financial statement analysis, review legal documents, assess construction plans, and negotiate terms with stakeholders.
  • Participate in loan closings and coordinate with legal, financial, and construction experts to ensure proper execution.
  • Monitor borrower financial performance, construction milestones, and compliance with loan terms.
  • Develop strategies and recommend corrective actions for projects at risk of financial default.
  • Present findings and recommendations to leadership and external stakeholders in both written and verbal formats.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

Special Requirements

Candidates must meet the Minimum Requirements for both the Associate Management Auditor and Health Facility Construction Financing Specialist classifications. However, only the Associate Management Auditor examination is available, which can be found below. You will find the Minimum Requirements in the Class Specification.

Associate Management Auditor Exam: Candidates that are new to state service must take the online examination to establish eligibility. The examination can be found at the following link
